Cilla Ng is Drug Control Officer at the Secretariat of the International Narcotics Control Board (INCB), the independent and quasi-judicial control organ for the implementation of the United Nations drug conventions. Mandated to monitor governments’ implementation of international drug control, INCB facilitates governments to balance the medical use and control of drugs, the core of the conventions. Primarily focusing on Asia, Cilla has also been to missions in Ghana, Norway and Switzerland.

Prior to joining the INCB, Cilla worked at the United Nations Statistics Office in New York, the United Nations Office on Drugs and Crime in Vienna and the United Nations Human Settlements Programme in Nairobi. She passed the Young Professionals Programme (then National Competitive Recruitment Examination) after working as an economist at the Hong Kong Government and Hang Seng Bank.

Cilla holds a bachelor’s and master’s degree in Economics from the University of Hong Kong and was awarded J.K. Swire Memorial Scholarship to obtain a M.Phil degree in Economics from the University of Oxford.

Her research as an AsiaGlobal Fellow will focus on the potential for public-private partnership among international organizations and the private sector in Asia in light of the growing dominance of Asia-based companies on the world stage.
